The question must be asked, as to why they were even in a detention centre in the first place. There must be a fundamental review of Home Office procedures around Immigration detention and deportation, as a matter of urgency, with all 133 of the recommendations of the report seriously dealt with.
There are many other examples of gross mishandling of people in the report, the two deaths in handcuffs are just the very worst. Detention is the default for how people arriving in this country, with anything that is not straightforward are dealt with, and this must stop.
